The Hartland Township Services Department is in place to guide development
through recommendation to the boards and to assist the township citizens
with various processes. As planning officials, we function as staff
advisors to the Planning Commission, Township Board and the Zoning
Board of Appeals. As zoning officials we enforce all zoning ordinances
and various other ordinances for the township. A typical township
planning and zoning program involves the coordination and cooperation
of the Township Board, Planning Commission, Zoning Board of Appeals,
engineer, planner, attorney, administrative staff and the public working
together.

Zoning regulates the use of the land. It is a tool to implement the
comprehensive plan and assure the land uses are compatible, protect
natural resources and property values. Zoning involves adopting an
ordinance that divides the community into various districts or zones.
It then specifies the permitted land uses within each zone such as
residential uses, commercial uses or industrial use. The zoning ordinance
contains land development regulations and establishes land development
districts. It has been adopted to protect the public health, safety
and general welfare of the township. Many zoning ordinances, including
the Hartland Township Zoning Ordinance, regulate the physical development
through such elements as land use, building height, lot area, setbacks,
parking, signs and density.

The purpose of the Comprehensive Plan is to enable the Township Planning
Commission to establish a future direction for the physical growth
of the Township. It is an extensive document that includes maps, plans,
graphs and text that describe the current conditions in the Township,
the implications of future growth and a planned approach to balance
growth and quality of life issues. Further it includes goals, objectives
and strategies on how to implement the goals and objectives. The Comprehensive
Plan allows some flexibility but essentially it is a directional map
to guide the future land use decisions.
Department Responsibilities
- Reviewing new developments for compliance with the Zoning Ordinance.
We process and review land use applications, rezoning requests,
metes and bounds applications, subdivision plats, site plans and
Planned Unit Development requests. We answer questions about how
property can be used and developed.
- Coordinating technical reviews regarding land use and proposed
new developments' compliance with the Zoning Ordinance and engineering
design standards. This information is used by the Planning Commission
and/or the Board of Trustees to assist in making decisions.
- Working with the Planning Commission to maintain an "up-to-date"
Comprehensive Plan that establishes policies and objectives to guide
the physical development and redevelopment of Hartland Township.
- Coordinating the Public Hearing process and making information
on proposals that are scheduled for a public hearing available for
review by the public.
- Conduct the Township's code enforcement functions. This includes
making sure that the Township ordinances are observed by all property
owners in the Township.
- Answering a myriad of questions ranging from "What are the
future plans for the Township?" to "Can my property be
split?" and "Can I build a deck?" Residents, real
estate agents, developers, marketers, researchers, property buyers
and sellers contact us for information on the planning process,
zoning, land use, Planning Commission applications and for information
on the Township in general.
