One of her main priorities is to ensure that our "Family Rural-type Environment" is maintained and further enhanced as the community continues to grow. Fiscal responsibility is also a priority, while ensuring that the safety, security and township services are not jeopardized, but enhanced. She is committed to insuring that community programs are encouraged for all the population segments of the community. She feels it’s important we closely manage and balance residential, commercial, and light industrial development along with protecting our open green space and our quality of life in the Township of Hartland. We are fortunate to have many beautiful lakes and natural features in our community and we need to protect them. After Kathie won the primary election in August 2002, the interim Treasurer resigned and Kathie was sworn into office on September 30, 2002, then elected in November 2002. She was re-elected in 2004. She has an Associates degree in Accounting, plus continuing education, and has been an accountant/controller for almost three decades. Currently she has passed her level three CPFA (Certified Public Finance Administrator) certification through Central Michigan University and the Municipal Michigan Treasurers Association. Working in the private sector, she saw things happening in the Township that she felt could use her honest, positive, open-minded, common sense approach and ran for office.
She is currently President and past Treasurer of The Livingston County Treasurers Association, a member of the National Association of Public Treasurers of the United States and Canada, The Michigan Municipal Treasurers Association (on Education and Membership committees), The Livingston County Women's Republicans, Michigan Government Finance Officers Association (MGFOA), Livingston County alternate to Semcog (SE Mich Council of Govt’s), appointed to the Liv. County Economic Development Council, and a member of the Michigan Township Association. She volunteers as co-Market Master of the Hartland Farmer’s Market. She won Michigan Volunteer of the Year from the State of Michigan during Michigan week along with her husband Mark in 2005.
Moving to Hartland in 1986, Kathie has three children all graduating from the Hartland Consolidated School District, and is happily married to her high school sweetheart, since 1975. She is a community advocate volunteering years of service to the Scouting Program, Soccer Club, St. John's Church, St. Joseph Mercy Hospital and the schools.
Since coming into office she has assumed many responsibilities and has been a leader in accomplishing projects. Kathie has implemented surveys to the taxpayers to better allow the elected officials to address the residents concerns as well as getting opinions on future project ideas. She is fond of hearing from residents as to their ideas and concerns for the future of the Township. She is currently on the Building Committee, CIP (Capital Improvement) Committee, Economic Development, Parks and Rec, cable and an advocate to keep Hartland's rural charm by seeking appropriate growth for our township.

Deputy Treasurer
Deputy township officials are authorized to act as the elected official in the event of the official's absence, sickness, death or other disability. A deputy may not, however, vote as a member of the township board. Deputies are not required to be residents of the township.

Property Tax Bills are mailed twice each year: July 1 and December
1. Summer Taxes are payable from July 1 through September 15 without
interest. Winter Taxes are payable from December 1 through February
28 without penalty.
A closer look at your tax statement ...
SET (State Education Tax)-The State Education Tax Act was one of
several components of Proposal A of 1994 that changed the way in
which elementary-secondary education is funded in Michigan. The
State levies the state education tax statewide at a six-mill rate
on all real and tangible personal property not otherwise exempt
from the property tax. This millage is distributed to the county
treasurer who then forwards it to the State of Michigan.
SCH DEBT (School Debt) - Special elections are held to enable schools
to levy millage for such things as school construction or renovation.
This line item could be a combination of several elections your
school district has had over the years. Please contact your school
district for more detailed information on their debt millage. This
millage is distributed directly to the school district.
SCH OPER (School Operating) - This millage is another component
of Proposal A of 1994. Under the proposal, a school district can
levy 18 mills for school operating purposes. An exempt principal
residence is not subject to the levy of school operating millage.
For the majority of Canton taxpayers, this line item will be zero
as your property is your principal residence and it is exempted
from this tax. Businesses, rental properties and people owning multiple
properties will pay the school operating millage. This millage is
distributed directly to the school district.

Checks
Please write your telephone number and your Property I.D. Number
on your check for reference. Payment will be recorded on the date
received-not the date it is mailed or the date the check is written.
Postmarks will not be accepted.
Checks are accepted only as a conditional payment. If not honored
and cancelled through tbank, the tax remains unpaid and subject
to penalties and/or interest. The Township will assess a $25.00
fee each time a check is returned to us unpaid. Future payments
will be applied to outstanding returned check charges prior to crediting
your tax bill.
To Pay by Mail
Make checks payable and mail to: Hartland Township, 2655 Clark
Road, Hartland, Michigan 48353. (Do not send cash). If a receipted
copy is desired, you must enclose a self-addressed, stamped envelope
with your check.
To Pay in Person
Bring your tax bill with you to the Treasurer's Department along
with payment, between 8 am and 4 pm, or use the after hours drop
box.
After Hours Drop Box
Business hours are 8:00 a.m. to 4:00 p.m. Postmarks are not accepted.
We encourage payments in the night deposit box located at the front
of the building, near the main entrance, on Clark Road. If you
desire a stamped receipt, please enclose a stamped self-addressed
envelope with your payment.

Summer taxes are payable from July 1 through September 14 without
interest. Beginning September 15, a 1% per month interest charge
will be assessed on unpaid summer taxes.

November 1-30, 3% February 28, 6%
Winter taxes are payable from December 1 through February 28 without
penalty.
As of March 1, delinquent real property taxes are payable only to
the Livingston County Treasurer, 200 E Grand River, Howell, Michigan
48843-2398; phone 517-546-7010. Call to verify amounts. Delinquent
personal property taxes are payable only to the Hartland Township
Treasurer, 3191 Hartland Road, Hartland, MI 48353. Call 810-632-7498
to verify amount due.
Name or Address Changes
Change of name and/or address should be promptly reported. If you
have sold your property, and received a statement in error, please
forward the statement to the new owner or return it to the Assessor's
Office with correction(s) of name and/or address.
Errors and Omissions
- Please examine your statement closely to assure accuracy. Please
notify our office of any errors.
- Failure to receive your tax bill does not waive interest and/or
penalties.
Whenever real property ownership is transferred from Person(s) A
to Person(s) B, a Property Transfer Affidavit (L-4260) must be completed
and filed with the local assessor. If this is not done, when the
local assessor learns of the ownership transfer, s/he will complete
the Assessor Affidavit Regarding "Uncapping" of Taxable
Value (L-4054) for the appropriate tax years. "Uncapping"
means that the SEV (State Equalized Valuation) becomes the Taxable
Value, and additional property taxes become due immediately. The
additional property taxes due can be for multiple tax years and
can also be a substantial amount of money, so it is to the advantage
of the purchaser to file the Property Transfer Affidavit as soon
as possible after the transfer of property ownership.
In addition to the filing of the Property Transfer Affidavit (L-4260),
whenever real property ownership is transferred from Person(s) A
to Person(s) B, and the purchaser is planning to both own and occupy
the property as his/her primary residence, the purchaser must file
a Homestead Affidavit (2368) on or before May 1 of the effective
tax year in order to receive the homestead credit. [The homestead
credit is an exemption from paying Local School Operating taxes
(18 mills), which are levied on the Summer Tax Bill.] The seller
is required to complete a Request to Rescind/Withdraw Homestead
Exemption (2602), and their homestead credit will be removed on
December 31 of the calendar year in which the property was sold.
It is IMPORTANT that, at all property closings, all three forms
are completed and filed with the local assessor and/or treasurer's
office in order to avoid problems related to "uncapping"
taxable values and homestead exemption qualification. At property
closings involving properties that have not qualified and/or will
not qualify for the homestead exemption, the Homestead Affidavit
and the Request to Rescind/Withdraw Homestead Exemption are not
required.
